1. Program Objectives
New Hams: To get new licensees on the air immediately while they save for their own gear.
Emergency Comms (EmComm): To ensure members have functional equipment during an activation.
Technical Education: To allow members to learn different operating systems (e.g., Icom vs. Yaesu menus, DMR vs. D-Star).
2. Core Ground Rules & Policies
A. Eligibility
Membership: Borrowers must be members in good standing (dues paid).
Licensure: Borrowers must hold a valid FCC Amateur Radio license appropriate for the equipment being borrowed (e.g., a Technician cannot borrow an HF rig unless they agree to Rx only, or operate under the supervision of a General/Extra).
Probation: Consider a rule where a new member must attend at least X number of meetings before borrowing high-value items (like an HF transceiver).
B. Loan Duration
Standard Term: 30 days is standard.
Extensions: Allow one 30-day extension if no one else is on the waiting list.
Event Loans: Short-term loans (48 hours) for Field Day or public service events (marathons/parades).
C. Equipment Condition & Usage
"Factory Reset" Rule: The borrower is responsible for programming the radio. When returned, the radio must be factory reset to clear private channels or call signs.
Modifications: No physical modifications (opening the case) or firmware updates are allowed without the Equipment Manager’s explicit permission.
Batteries: Radios must be returned with batteries fully charged.
D. Liability (The "You Break It, You Buy It" Clause)
Damage: If equipment is damaged due to negligence (drops, water damage, transmitting without an antenna), the borrower is responsible for the repair cost or replacement.
Loss/Theft: The borrower is liable for the full replacement value if the item is lost or stolen while in their possession.
Wear and Tear: The club absorbs costs for standard wear (buttons fading, battery holding less charge over time).
